Ed Donahue – Chief, ETA Division of Financial and Grants Mgmt Policy and Review Office of Grants and Contracts Mgmt., US/DOL, DC.


Steve Garfinkel  - Mr. Garfinkel worked Department of Labor and Employment Office Assistant Secretary for Administration and Management, he also was the Director of Office of Cost Determination in Washington, DC.  Mr. Garfinkel retired from USDOL and continues to be involve with taskforces with OMB and other Federal Agencies.  He has over forty years of in the arena of internal auditing and as a contracting officer.  Steve has been a presenter at NAJA several times and we welcome him back. working as a consultant
and one of the efforts on which he is working on potential updates to the cost
principles for non-profits [A-122]

Harry Medina – Mr. Medina received his bachelor of Art’s degree in Business Administration (concentration in Accounting) from San Francisco State University.  Mr. Medina has been with the U.S. Government Accountability Office’s (GAO) San Francisco Field Office for over 30 years.  He is currently an Assistant Director with GAO’s Financial Markets and Community Investment Team.  His most recent work has been looking at issues associated with the oversight of bank fees, identity theft, predatory lending, credit union regulation, and the impact of the Sarbanes-Oxley Act on Small businesses.

Tom Skellan  - Mr. Skellan worked for Delaware County of Employment and Training (DCOET) in Pennsylvania for thirty two years with the last seventeen years as Chief Financial Officer where he was responsible for designing and implementing systems for flow of paperwork from beginning to when invoices are processed for payment.  He also supervised the Contracts Department and Monitoring functions for program and fiscal compliance.  He has retired from DCOET and is currently working as a Financial Consultant for DCOET.
Robert Knight,
Mr. Knight is the Managing Director of the Arbor Workforce
Institute. Located in Washington D.C., the Institute provides, legislative information, policy analysis, best practices, and learning opportunities for workforce professionals, educators, and members of state and local workforce policy boards.  Before joining Arbor, Mr. Knight served for 22 years as President of the National Association of Workforce Boards (NAWB) and its precursor, the Nserved as Senior Staff Member with the United States Senate Subcommittee on Employment and Training.  During Mr. Knight’s years with the U.S. Senate, he was responsible for employment and training policy and legislation, including the Comprehensive Employment and Training Act (CETA) and the Private Sector Initiative Program. Mr. Knight began his career as a workforce planner in Milwaukee County, Wisconsin.

Paul Robinson,

Mr. Robinson is the Senior Director for Rescare Employment and Training Services Group Placement Support has lead award winning TANF/Welfare Transition and One Stop programs for SER Jobs for Progress and other on-profit providers in the Southeast for many years.  Paul also ran as a very successful TANF Program for Lockheed Martin and has worked for the State of Florida as liaison between DOL and the County Courts.  He has been the Designated State Master for contract providers on the state and
federal databases, OSST/OSMIS and the FLORIDA system.  Prior to working for the State of Florida, Paul managed for many years the successful Concern of Durham Youth Prorgam in North Carolina, developing and implementing award winning programs for juvenile residents and creating sustainable coalitions with research triangle area youth and community agencies.

Kathy Winstanley – Ms. Winstanley is the National Director of Job Development, Outreach, Admissions and Career Transition Services for ResCare, has over 20 years experience in directing workforce development for both public sector and for profit agencies.  Her expertise in project implementation, strategic planning and program development including the development of ISO standards for the workforce setting has contributed to successful business settings for WIA and TANF operations.   She has successfully trained front-line and management staff to work effectively with local, regional and national companies to meet their workforce needs and
improve placement and retention of job seekers.

Barbara Burger has been an employee of the Delaware County Intermediate Unit in Pennsylvania for the past 28 years.  She has been actively involved with the OPTIONS program for the past 26 years as a job coordinator and supervisor.  OPTIONS is a program that provides a continuum of services to enable both youth and adults to be employed.  Before that she taught students with multiple disabilities.  For the past 6 years she supervised both OPTIONS and Vision support services.

She is an active member of the Delaware County Cross Disability Coalition, the Office of Mental Retardation Everyday Lives Committee and the Pennsylvania Vision Consortium.


Barbara Lefferts has been working for the OPTIONS program of the Delaware County Intermediate Unit of Pennsylvania for the past 12 years.  She works as a Coordinator/Job Developer helping individuals find employment that best suits their needs and circumstances.  She is involved with the Everyday Lives Committee sponsored by the Office of Mental Retardation and facilitates Job Placement Partners, a group that monthly shares strategies, concerns, and leads for county wide job development.

Barbara Burger and Barbara Lefferts from the DCIU and Tom Citro from OET will discuss transition from school to work including interagency collaboration for job development and employment retention.  The utilization of TANF funds for youth employment and training will be discussed.
