STAN QUON:  Stan has over 25 years working experiences with the California State Government, as Chief of the Employment Department Audit division, and as Regional as Administrator of the California Employment Tax Program.  Stan was responsible for the audit labor programs, and for the collection of personal and employer taxes for the largest state-taxing agency in America.

Stan is an adjunct professor and the author with the Los Rios College District in Sacramento, California for over 20 years.  Stan teaches governmental auditing and other related accounting classes at Colleges and Universities in the United States and China.  He is the only known author of a syllabus that focuses mainly on governmental auditing.  Stan is also a consultant on governmental affairs, and is CEO and founder of NAJA; a professional not-for-profit organization devoted to the professional development of governmental and other nonprofit entities.

Two of his many significant contributions while employed by the state of California, include the development and implementation of the first job training partnership audit program for the state of California, and the development and issuance of the first state department of policy to implement the State Financial Integrity and State Managers’ Accountability Act, which was recognized as a model policy for other agencies. 

Stan became the first California State Official elected Chairman of the Western Intergovernmental Audit Forum and also as a state representative to the National Intergovernmental Audit Forum.
